Public comment on PFC revenue
 
Notice and Opportunity for Public Comment In accord with CFR 14 Part 158.24, notice is hereby given that the State of Connecticut Department of Transportation Bureau of Aviation and Ports for Bradley International Airport is offering an opportunity for public comment prior to the filling an application with FAA for: Passenger Facility Charge – impose and Use Authority for the following items. 1. Relocate Airfield Lighting Vault 2. Residential Sound Insulation Program 3. New Terminal Development PE Study 4. New Terminal Development Schematic Design 5. Replace 2 1997 Snow Blower Attachments 6. Replace 2 Snow Broom Attachments Brief justification: 1. The existing airfield lighting vault is located in the basement of the old Murphy Terminal which is slated for demolition to make room for a new terminal building. To secure an uninterrupted service of the airport, the new airfield lighting vault must be constructed prior to the demolition of the existing airfield lighting. 2. Sound insulating measures, including new doors, windows and central air conditioning are being installed within houses located in the 65 DNL noise level to attenuate noise. This request is for the matching Airport share. 3. The PE study and schematic design is the first step in the process of defining the scope, staging, schedule and cost for the New Terminal B, which includes new terminal buildings, concourses, roadway systems, parking garage, power and utility distribution systems, demolition of existing structures and airside apron work 4. The 1997 Blower attachments are in need of replacement because they are worn and past life expectancy. The new attachments will help reduce down time and frequent repairs. 5. Snow broom attachments are in need of replacement because they are worn and past life expectancy. The new attachments will help reduce on down time and frequent repairs. PFC level for each: It is intended that all collections will be at the $4.50 level. Estimated total PFC revenue to be used for each project Relocate Airfield Lighting Vault $5,288,785.00 Residential Sound Insulation Program $ 625,000.00 New Terminal Development PE Study $ 245,681.00 New Terminal Development Schematic Design $ 452,500.00 Replace 2 1997 Snow Blower Attachments $ 220,000.00 Replace 2 Snow Broom Attachments $ 200,000.00 Proposed PFC charge for Relocate Airfield Lighting Vault: (November 1, 2016) Estimated charge expiration date for Relocate Airfield Lighting Vault: (June 1, 2017) Proposed PFC charge for all other projects: (June 1, 2017) Estimated charge expiration date for all other projects: (February 1, 2018) Estimated total PFC revenue to be collected: ($7,031,966.00) Comments may be filled no later than March 1, 2010, send to: Mr. Robert J.
